| The
Commission has passed Tariff Order dated January 10, 2002 in Case
No. 1 of 2001 in the matter of Determination of Tariff (2001-2002)
applicable to various categories of consumers of the Maharashtra State
Electricity Board.
The Commission hereby issues Clarifications
to the said Order in response to the references made to it by the
MSEB vide its letter No.PR-3/ Tariff/5878 dated 15.02.02, and by
various consumers/ consumer organizations/ representatives viz.,
1. Motilal Hirakhan Ginning & Pressing Factory vide letter No.-
dated 21.01.02,
2. Thane District Industries Power Forum vide letter No.TDIPF/MERC/412
dated 05.01.02, and letter No.TDIPF/MERC/C12 dated 12.02.02
3. Jadavji Kanji Sons Ginning & Pressing Company vide letter
No.- Nil dated 31.01.02, etc., as follows: -
[I] Powerloom Flat Rate Consumers-T & D loss charge: -
[Refer Page No. 16 & 179 - of the Tariff Order dated 10th January
2002- Summary of LT Tariff table (last column)] -
T & D loss charge for Power loom Flat Rate consumers' category
will be Rs. 30 / loom / month.
[II] Seasonal Consumers: -
[Refer Page No.34, of the Tariff Order dated 10th January 2002-Last
Para - 3rd to 5th lines will be read as] -
However, keeping in mind the Petitions received from the seasonal
consumers, the Commission has decided to rationalise the demand
charges and the energy charges for this category.
[III] Optional ToD Tariff to LTP-G Category: -
[Refer Page No.95, of the Tariff Order dated 10th January 2002-
First Para - Last line will be read as] -
Optional ToD tariff is available for all LTP-G consumers, irrespective
of whether they opt for LTMD based tariff, but provided they have
installed ToD meters.
[IV] Capitalisation Rate: -
Refer Page No.147, of the Tariff Order dated 10th January 2002-Last
Para - Second last line will be read as: -
The Commission has applied a capitalisation rate of 16.4%, which
is the average capitalisation over the past five years.

Notes: -
(a) All the generation and power purchase costs
for the period of April - Sept - 01 have been considered at actuals
as submitted by MSEB subject to Approved Heat Rate Norms and disallowance
of transit loss component.
(b) In view of the above, no FOCA on account of
generation & power purchase shall be applicable for the period
April to September 2001.
(c) From Oct-01 -March - 01, the station wise
quantum of energy, variable cost per unit and Fixed Cost (only for
NTPC stations) has been projected separately. FOCA computations
in all respects including quantum of energy generated or purchased
will be with respect to Month-wise projected figures.
(d) The Net Purchase for Central Generating Stations represents
the Landed Units after deducting transmission losses from Billed
Units. The summary of Net Drawn Units and Net Purchased Units (after
transmission loses) is given in (c) above.
(e) The Variable Cost (Rs/kwh) for Central Generating
Units represents the per unit rate for net purchased units.
